What it does
Sim engines only (RK4 gyrostat or the NASA 42 referee) - commands cannot leave simulation. The sat engine, the sat-node server, and the sat-operator inline node stay framework-resident; this package is the surface over them (ADR-102: sats ARE swarm nodes).
What you can ask it
Registered server-side, scoped to the signed-in user. The bot calls the tool — it never shells out, and it never handles the credential behind it.
Accountability
Every capability is declared in the app's manifest and attached to a named bot identity, so the work has an owner and its cost has a line item.
