What it does
The video->3D reconstruction engine + owner-scoped scan store stay framework-resident as the pinned 'spatial-mapping' kernel skill (declared in the package uses:), and the spaces-operator inline concierge stays core; this package is the surface over them (ADR-111, ADR-093).
Accountability
Every capability is declared in the app's manifest and attached to a named bot identity, so the work has an owner and its cost has a line item.
